Blue Cross Files Protest Over Loss of State Health Plan Contract

A formal protest was filed by the Blue Cross Blue Shield of Texas with the Employees Retirement System (ERS) claiming that the competitive process for awarding a $205 million health plan administration contract was flawed.


More than 438,000 state workers, retirees and family members are provided health insurance by ERS. Co-pays, deductibles and other health plan features are set by the board. United HealthCare will provide access to its network of doctors, hospitals and other providers to members of the state plan, called HealthSelect of Texas.

The change in health care network will require about 2.7% of the plan's participants, to find a new primary care physician or pay the higher out-of-network costs.
