Eugene was one of the first cities in Oregon to outlaw smoking in all workplaces and now plans to ban smoking in sidewalks to cut down on passive smoking.

Evans said that he wants to see a healthier city. “It’s time for us to move toward having a healthier community, and reducing behaviors that are more than a public nuisance.” He calls second-hand smoke "an assault on people’s ability to breathe."
Hammond said that residents regularly complain about having to breathe second-hand smoke as they walk through downtown. People also complain about second-hand smoke in parks, “especially in high-use areas such as running trails and playgrounds,” she said.
