A Food and Drug Administration (FDA) scientific advisory panel says dissolvable tobacco products could be less hazardous and reduce health risks compared with smoking cigarettes. Dissolvable tobacco is finely milled tobacco pressed into tablets that slowly dissolve in the user's mouth. Several big tobacco companies are marketing this product in the form of orbs or sticks.
However, the FDA fears that this could increase the total number of tobacco users.
