The man who seemed about 40 years old visited Southampton General Hospital but medics were unable to help him as the restricted blood flow had caused the penis to become aroused.The doctors then called the Hampshire Fire and Rescue Service.
Later, a special equipment unit from St Mary's station in Southampton cut the pipe using a four-and-a-half-inch grinder.
The "delicate operation" lasted 30 minutes, said a Hampshire Fire and Rescue Service spokesman.
"Initially the crew did not have the appropriate cutting equipment to free the man," the Telegraph quoted the representative as saying.
The rep added: " It was a very delicate operation that required a very steady hand and the crew was worried about things getting too hot during the cutting.
"It's certainly an unusual call-out and I'm sure the man won't be getting into that situation again."
The man's penis was bruised and swollen but otherwise unharmed.
However, the man did not reveal how the pipe got stuck.
