Health Secretary York Chow told reporters that the money would be used to increase the number of hand-washing dispensers around the territory and for leaflets on improving personal hygiene.Chow said the government was also prepared to raise its alert level to the highest "emergency" level once a confirmed case of swine flu was identified in the city, or if the World Health Organisation further raises its alert level.
"If necessary, we will also minimise the activities of the city," he said.
"Emergency" level would require the mobilisation of contingency measures including quarantining patients and closing schools.
Hong Kong, at the forefront of the SARS epidemic in 2003 and already on alert for bird flu, has announced a series of tough measures to combat any threat from swine flu.
