According to the report from the Equality and Human Rights Commission has underlined the poor quality of home care provided to the elderly. Some of them were found to be lying in soiled clothes. Often the clothes were not washed well.
Home care visits by carers were often hurried and clients had to make a choice between a meal or a wash. The turnover of home care staff was also found to be high making old people uncomfortable with new staff. The EHRC also found that many of the elderly did not complain fearing adverse consequences.
"The full extent of the potential human rights breaches is likely to be masked by the fear of complaining and the low expectations about the quality of home care that many older people believe they are entitled to," said the EHRC.
