But the AIIMS director, Dr. Y.K. Gupta has stated that only state-of-the-art facilities are used and has also denied having received any letter from Anderson.
The government of India, though, has taken note and has prepared a bill aiming at regulating experiments on animals by institutions and individuals.
The proposed Animal Welfare Act, 2011 talks of a committee for the purpose of control and monitoring of experiments on animals. The committee, needs to consist of a number of officials and non-officials and representatives from Central Zoo Authority, the Veterinary Council of India and members of animal welfare organizations, who will guarantee that the experiments are carried out with "due care and humanity".
The ministry has invited discussion on the draft legislation, which will replace the existing Prevention of Cruelty to Animals Act 1960, by March 20.
