Stanley Hooper hit out after hearing that Michaela Mullen's second child Chelsey Essex was killed by a massive heart attack aged three months. The inquest heard Chelsey spent her first weeks of life unconscious.
She then went into heroin withdrawal. Chelsey was placed with foster parents but was rushed to hospital with breathing trouble.
She died at 11 weeks in January 2007 from a heart attack triggered by a stomach bug.
"This little girl's life was gravely prejudiced by the behaviour of her mother," The Sun quoted Hooper, as saying.
Mullen, of Treeton, Rotherham, South Yorks, gave birth 16 days ago to her third child by steelworker David Essex, 51. It is believed the girl is in hospital.
