The government said that rules for including transgenders in the public service exam can't be framed as the Supreme Court has not clearly defined a transgender.

Transgender is a term used to describe people whose gender identity differs from the sex to which they were assigned at birth.
The central government informed the Delhi High Court that rules for including transgenders in the UPSC examination cannot be framed as the Supreme Court has not clarified the definition of a transgender.
