According to his new plan every individual will be assigned to a primary clinician who will analyze his or her health. The governor's plan segregates the 60,000 people who are uninsured into three categories and has different solutions for their problems.
In the first group 45% of the uninsured who are potentially eligible for insurance will be given insurance.
In the second 34% who don’t qualify for insurance will be provided with monetary help to become insured.
In the third group of 21% who have incomes greater than 300% than the poverty level will be given insurance without any financial help.
By this new plan the governor proposes to end the long queue of the uninsured people. The insurance policy made available to people under the new scheme will be of lesser cost and will be analyzes separately from the other Vermonters.
